Construction of nearly 600 new residential complexes has begun in Ukraine during the war

Since the onset of the full-scale war, construction has begun on 594 new residential complexes in various regions of Ukraine. The Lviv region shows the highest activity, with work starting on 166 sites, which is twice the number in the Kyiv region, where 84 construction sites have been opened. Significant volumes of new projects are also observed in the Ivano-Frankivsk region (66 residential complexes), in Transcarpathia (65), and in Ternopil (49).

Dynamics of construction and housing commissioning

Experts participating in the Ukrainian Construction Forum note a gradual recovery in the pace of housing commissioning. In 2024, this figure exceeded the previous year’s result by 32%, although it still remains 15% lower than in 2021, which is considered the pre-war benchmark. Forecasts suggest that construction rates will remain stable in 2025 and show no signs of slowing down.

Leaders among regions and trends in the sales market

In the first quarter of 2025, the Kyiv region holds the largest share of completed housing at 32% (720,000 square meters). The Lviv region is lagging behind but ranks among the top five with 11% (260,000 sq. m). Meanwhile, the annual sales level of housing has yet to reach 20% of the volumes from 2021, which were characteristic of the pre-war period. However, in the first quarter of 2025, an increase in sales has been recorded compared to previous years during the state of war.
