The Cabinet of Ministers of Ukraine has amended the Procedure for Special Use of Aquatic Biological Resources, improving the mechanisms for obtaining permits for fishing activities.

Improvement of Procedures and New Rules for Business

The relevant resolution was adopted at a regular government meeting. The changes are necessitated by the need to adapt existing regulations to the new Law of Ukraine “On Administrative Procedure.” From now on, the process for issuing permits for the import and export of samples of wild fauna and flora, certificates for traveling exhibitions, as well as the re-export of these samples has been simplified. The issues regarding the issuance, refusal, reissuance, and cancellation of permits in the field of fisheries have been specifically regulated.

The updated procedure also determines the fees for the special use of various types of aquatic biological resources, including jellyfish (moon jelly, Aurelia), Atlantic cod, sea bass, yellowtail flounder, Atlantic halibut, rays (starry ray), white American eel, and northern shortfin squid (Illex). Improvements in the development of scientific and biological justifications and the conduct of experimental fishing have been provided, as well as the introduction of a mechanism to exclude unscrupulous participants from auctions for fishing rights.

This is especially relevant in light of Ukraine’s resumption of fishing activities in the area of operations of the Northwest Atlantic Fisheries Organization (NAFO).
