Changes for Internally Displaced Persons in Ukraine from July 1, 2025

In Ukraine, important changes will come into effect on July 1, 2025, regarding the registration and interaction of internally displaced persons (IDPs) with government services. These innovations aim to simplify bureaucratic procedures, enhance the transparency of the support system, and provide broader access to electronic services through the “Diia” application.

Main Innovations for Displaced Persons
According to the Cabinet of Ministers of Ukraine’s Resolution No. 376, which has already been partially implemented, displaced persons will be allowed to independently report their refusal of the IDP certificate, record changes in their place of residence, register for permanent relocation abroad, confirm their return home, and inform about other changes affecting their status.
These changes are intended to make the process of obtaining and updating status more convenient and faster. Additionally, displaced persons will need to register at a new address if they move to another city for medical treatment, provided that this period exceeds 15 days. There is a 60-day period for updating registration; otherwise, the IDP status may be revoked.
New Opportunities for Military Personnel and Grounds for Revocation of IDP Status
It has been noted that military personnel who are in combat zones or have been registered in occupied territories will be able to obtain an IDP certificate. This also applies to those who have lost their homes due to destruction during the war, shelling, or terrorist attacks.
Regarding the revocation of IDP status, the new rules have added reasons that were not previously considered. In particular, a fictitious address, if a person does not actually reside at the indicated one, as well as staying abroad for more than 90 days without valid reasons. The status can be restored by submitting an application through the CNAP or the “Diia” application after returning to Ukraine.
