Russia has exported nearly 15 million tons of Ukrainian grain from occupied territories
From 2022 to 2025, nearly 15 million tons of Ukrainian grain, valued at 6.8 billion US dollars, were illegally exported from temporarily occupied areas of Ukraine.

Volumes of grain exported from occupied territories
During this period, Russia consistently increased the scale of grain exports from Ukraine: in 2022, 2.5 million tons of grain were stolen, in 2023 – 5.7 million tons, in 2024 – 4.8 million tons, and in 2025 – another 2 million tons. In the current year, the first batch of illegally exported grain was shipped from Mariupol in mid-January, amounting to 5,000 tons.
Routes and scale of Ukrainian grain theft
The stolen grain is exported by Russia using a so-called “shadow fleet” and through partner countries that facilitate the circumvention of international sanctions. During the second half of 2025, the main importers of Ukrainian grain became Egypt, Bangladesh, Turkey, Syria, Saudi Arabia, Vietnam, and other countries. A total of 87 vessels are involved in transportation, of which 85% are registered in the Russian Federation.

Recently, it became known that the Israeli port of Haifa received the vessel ABINSK (IMO: 9303869), which was carrying 43,800 tons of wheat exported from the occupied part of Ukraine.
In addition to grain, Russia is actively exporting other resources from the occupied Ukrainian territories, including coal, coke, kaolin, iron ore, soda, and steel. In just 2025, over 200,000 tons of minerals and metallurgical products were stolen.
