The Number of Employed People and Salaries Are Rising in Ukraine

According to the results of the first quarter of 2025, a positive trend is observed in Ukraine’s labor market: the number of unemployed is decreasing while the number of employed is increasing, marking the highest figure since the onset of the full-scale invasion. This indicates a revival of economic activity and an increase in demand for labor, as stated in the inflation report by the National Bank of Ukraine.

Increase in Job Vacancies and Activation of Employment Engagement
Experts noted that in the first quarter of 2025, not only did the number of job vacancies increase, but so did the number of resumes. At the same time, companies intensified their efforts to engage students, retirees, people with disabilities, and veterans, which helps alleviate the issue of labor shortages. However, this problem remains relevant due to the prolonged migration outflow, which hinders business development and production growth rates.
Since the beginning of the year, the employment service has assisted in the employment of over 5,000 internally displaced persons, and under the “Work Without Barriers” project, nearly 3,000 employers received compensation for the employment costs of IDPs amounting to over 108 million hryvnias.
Salary Growth in 2025
The National Bank of Ukraine reported that in 2024, average salaries in the country increased by 23.2% due to a shortage of skilled labor. Although the growth rate has somewhat slowed in 2025, it is expected to remain high, with a forecast increase of 17%.
