Ukraine Fully Utilized Its Bioethanol Export Quota to the EU for the First Time in 2024

In 2024, Ukraine fully utilized its annual quota for bioethanol supplies to the European Union for the first time. Last year’s export volume reached 99,300 tons, bringing the country very close to the established limit of 100,000 tons set by the association agreement with the EU.

Export Structure and Industry Development

Overall, private plants accounted for 62% of total bioethanol exports, with three of them covering 38% of export shipments. Currently, there are 17 bioethanol plants in Ukraine with a total annual capacity of over 420,000 tons, 12 of which have been privatized in recent years.

Among the key factors contributing to the development of the Ukrainian bioethanol industry are:

  • the transition of oil and gas companies from Russian methanol to Ukrainian bioethanol;
  • the organization of consolidated batches of bioethanol for supply to the EU market of at least 10,000 tons;
  • logistical features – exporting bioethanol by tanker trucks to EU refineries with the return delivery of gasoline to Ukraine;
  • the cancellation of quotas for bioethanol supplies to the EU, as well as the introduction of a mandatory 5% bioethanol blend in gasoline in Ukraine.

Export Prospects for 2024

Currently, according to updated trading conditions, from June until the end of the year, Ukrainian producers have the opportunity to export an additional 58,000 tons of bioethanol to the EU.

Last year, Ukraine effectively exhausted its annual quota of 100,000 tons for bioethanol supplies to the European Union for the first time since signing the association agreement with the EU.
