Ukraine Receives Permission to Export Cherry Seedlings to EU Countries

Ukraine has officially received the right to export seedlings of sour cherry (Prunus cerasus), gray cherry (Prunus canescens), and their hybrids to the European Union market. This decision became possible after the adoption of Commission Implementing Regulation (EU) 2025/1949, which made the necessary amendments to the previous EU regulatory act.

Opening the EU Market for Ukrainian Seedlings

The State Service for Food Safety and Consumer Protection prepared and submitted a technical dossier to the European Commission regarding the export of the hybrid Prunus cerasus × Prunus canescens. After a thorough review, the documents were approved, allowing new opportunities for Ukrainian producers.

“The document officially opens the possibility of importing unrooted plants for planting Prunus cerasus and Prunus canescens, aged up to two years, without leaves, originating from Ukraine, as well as their hybrids,” the agency clarified.

Export Conditions and Product Requirements

According to the new rules, Ukrainian exporters are allowed to supply unrooted cherry seedlings and their hybrids, aged up to two years, without leaves, to the EU. It is also important that all batches comply with the established phytosanitary requirements of the EU. In case the cargo does not meet these requirements, the issuance of a phytosanitary certificate, and thus the export, will be impossible.

Separately, the European Commission emphasized the import of planting material of Prunus cerasus, which is subject to Council Directive 2008/90/EC. For the full export of such seedlings, Ukraine must apply for recognition of the equivalence of the EU certification system for this type of product.
