Demand for Underground Industrial Parks is Growing in Ukraine Due to the War
In Ukraine, there is a growing interest in the development of underground industrial parks, which are expected to ensure the safety of production processes in wartime conditions. This information was announced by Dmitry Kisylevsky, a representative of the Verkhovna Rada Committee on Economic Development.

Advantages and Challenges of Creating Underground Parks
According to Kisylevsky, the concept of underground parks is relevant not only during combat operations but also after their conclusion. This approach takes into account the ongoing risks associated with aggressive actions by the Russian Federation. Currently, there is an active discussion on key aspects of the project: determining the cost of building underground facilities, the optimal depth of shelters, their ability to withstand missile attacks, and sources of funding during the implementation stages.
However, one of the main challenges remains the economic aspect — the willingness of businesses to invest in or rent such spaces, considering that the price of underground premises will significantly exceed that of traditional above-ground parks.
Community Initiatives and Successful Examples
Dmitry Kisylevsky emphasized that some communities are already showing interest in underground park projects, ready to allocate land for them and participate in co-investment. At the same time, not all of the more than 100 industrial sites registered by the Cabinet of Ministers are demonstrating significant results.
“In Perechyn, in Transcarpathia, after the establishment of an industrial park and the relocation of enterprises, the local budget increased from about ₴70 million in 2021 to nearly ₴230 million in ten months of 2025.”
This experience indicates the significant potential of industrial parks for the economic development of regions, especially in crisis conditions.
