Disability Pension for Group 2 from December 2025: Amounts and Eligibility Conditions
In December 2025, Ukrainians with a second group disability can expect pension payments and social guarantees, which depend on the reasons for the disability, the presence of insurance experience, as well as social supplements and changes introduced by the state.

Conditions for Receiving Disability Pension for Group 2
The disability pension for Group 2 can be received by citizens who have officially been diagnosed with such a disability based on a medical and social examination. Payments are designated within three main categories:
- individuals receiving a pension from the solidarity pension system;
- military personnel;
- citizens affected by the Chernobyl disaster (“Chernobyl victims”).
Each category has specific mechanisms for calculation and different payment amounts.
Features of Pension Calculation for Different Categories
Pension from the Solidarity System. Individuals with a Group 2 disability are entitled to a pension if they have work experience ranging from 1 to 15 years (the exact number of years depends on the age at which the disability was established). The amount is set at 90% of the age pension. The insurance experience, on the basis of which the age pension is calculated (and then 90% of this amount), also includes the period from the date of disability establishment until reaching 60 years of age.
An application for pension assignment must be submitted within three months from the date of disability establishment. In this case, payments are calculated from the date of disability establishment. If the application is submitted later, payments are assigned from the date of application. The pension payment continues for as long as the disability is established. If the payment period ends during a state of war or emergency, and a re-examination is not possible, payments continue until the end or cancellation of such a state plus six months thereafter. For military personnel, payments are made throughout the entire service period.
Military Disability Pension for Group 2. Military personnel can receive a disability pension in three cases: during service; no later than three months after discharge; or if the disability occurred due to an illness contracted during service, no later than three months after discharge. The amount of the pension payment depends on the circumstances of the disability acquisition:
- 80% of the monetary allowance – for individuals with disabilities due to war;
- 60% of the monetary allowance – for other cases.
Important: in this case, the minimum pension for individuals with a second group disability due to war cannot be lower than 13,822 UAH.
Chernobyl Pension for Group 2 Disability. Individuals with a Group 2 disability resulting from the Chernobyl disaster (including liquidators) are granted a pension as compensation for the harm caused. The calculation is based on two approaches:
- from the salary received in the exclusion zone during 1986-1990;
- from five times the minimum wage established on January 1 of the corresponding year.
The minimum pension for individuals who became disabled due to the Chernobyl disaster is 7,884.57 UAH. For liquidators, the minimum payment amount equals 80% of the average salary in Ukraine for the previous year. From March 1, 2025, this amount is 13,989.28 UAH.
