Electricity Tariffs in Ukraine: What Will Change After October 2025

In Ukraine, a review of electricity tariffs is expected to take place on October 1, 2025; however, until that date, the price for households will remain unchanged at 4.32 UAH per 1 kWh. According to the Cabinet of Ministers’ resolution No. 480 dated April 29, 2025, tariffs cannot be revised until October 31. A final decision regarding a possible increase or maintenance of the current price after this date has not yet been made.

Details on Current Tariffs and Household Expenses

The average family of three, based on electricity consumption norms, uses about 65 kWh per month. For this consumption, they will have to pay 712.8 UAH, based on the current tariff. Until the end of October 2025, tariffs will remain unchanged, and a price review is only possible after this date.

Opportunities for Savings: Multi-Zone Meters and Differentiated Tariffs

The Ministry of Energy reports that owners of dual-zone meters have the opportunity to significantly save on electricity payments. For them, the “night tariff” is in effect from 11:00 PM to 7:00 AM and is 2.16 UAH per 1 kWh, which is half the base tariff. Thus, consumers who primarily use electricity at night can reduce their expenses.

Every consumer has the right to install a multi-zone meter by contacting their electricity supplier and switch to a differentiated tariff. The following tariffs apply for tri-zone meters:

  • From 11:00 PM to 7:00 AM (night) – 1.728 UAH/kWh
  • 7:00 AM–8:00 AM, 11:00 AM–8:00 PM, 10:00 PM–11:00 PM (semi-peak) – 4.34 UAH/kWh
  • 8:00 AM–11:00 AM, 8:00 PM–10:00 PM (peak) – 6.48 UAH/kWh

Installing a tri-zone meter is advisable for households with high electricity consumption that can control their usage times and avoid “peak” hours.

As noted by the Ministry of Energy, the “night tariff” (with a dual-zone meter) will be 2.16 UAH/kWh. Therefore, owners of dual-zone meters will continue to pay half as much for electricity consumed from 11:00 PM to 7:00 AM.

Let us remind you that according to the Cabinet’s resolution No. 632 dated May 31, 2024, a single fixed tariff for electricity of 4.32 UAH per 1 kWh was introduced for all citizens of Ukraine, regardless of consumption volumes.
