IT Export Provided Ukraine with 12% of Foreign Currency Revenues in the First 11 Months of 2025
According to the results from January to November 2025, the export of IT services accounted for 42% of all export services in Ukraine, representing 12% of the country’s total export volume. On average, monthly revenues from IT service sales abroad approached $543 million. However, in 2025, this figure was 3% lower than in 2021 and nearly 10% lower compared to the record year of 2022.

Export Dynamics and the Activity of “Diia.City”
Overall, in 2025, service exports decreased by 9%, totaling $14.33 billion, while the total export of goods and services fell by 5% to $49.21 billion. In contrast, there has been an increase in the number of companies operating under the special legal regime of “Diia.City.” Over the year, the number of residents in this system grew from 1,500 to over 3,000 companies, employing 139,000 specialists. Notably, “Diia.City” includes more than 450 Ukrainian defense-tech companies.
Tax Revenues and Benefits for Businesses
Tax revenues from residents of “Diia.City” also showed significant growth: while in 2024 they paid over ₴18 billion in taxes, in the first 11 months of the previous year, this amount reached ₴31 billion.
“Diia.City” is a special legal and tax space created to stimulate the development of the IT industry, offering IT companies preferential taxation, flexible forms of cooperation, protection of intellectual property, and transparent conditions for attracting investments.
