Expected Aging of the Population and Its Consequences
According to forecasts, by 2070, the number of Ukrainians aged 60 and over will reach 11.1 million, exceeding the number of the working-age population (18–59 years), which will be 10.9 million people.
“This will create critical pressure on health care, social support, and pension systems.”
The Role of Veterans and People with Disabilities in the Labor Market
The study by the Kyiv School of Economics also emphasizes that one of the key factors affecting demographics and the labor market will be the integration of veterans. After the end of hostilities, which is expected by the end of 2025, the share of veterans and their family members requiring special attention may reach 15% of the population — that is, 4–5 million people. More than 60% of veterans will be under 40 years old, necessitating a rethinking of approaches to veteran policy with an emphasis on their full reintegration into society.
In 2024, 63% of enterprises reported difficulties in personnel selection, primarily for skilled labor. Currently, about 16% of working-age people with disabilities are engaged in the labor market. At the same time, approximately 16% of vacancies are adapted or marked as accessible for hiring people with disabilities.
