Gas and Electricity Tariffs in October: What Will Change for Consumers

In Ukraine, gas and electricity tariffs remain unchanged for the population in October 2025. The cost of one cubic meter of natural gas will be 7.96 UAH, while the price of electricity is fixed at 4.32 UAH per 1 kWh.

Gas Tariffs: Current Moratorium and Supply Conditions

Over 98% of household gas consumers in Ukraine, which equals more than 12 million households, receive fuel from the company “Naftogaz of Ukraine” at a price of 7.96 UAH per cubic meter. This tariff is fixed until April 30, 2026, inclusive. Currently, there is a moratorium on increasing tariffs for gas, heating, and hot water, which does not apply to water and electricity tariffs. Changes in gas prices are only possible after the adoption of relevant amendments to the Moratorium Law in the Verkhovna Rada.

“The moratorium does not apply to water and electricity; these tariffs may change. At the same time, the price of gas cannot be reviewed without a decision from the Verkhovna Rada (amendments to the Moratorium Law).”

“Naftogaz of Ukraine” has already approved the current tariff until the end of April 2026, but there is a possibility of extending this price beyond the specified period. Meanwhile, the situation in the gas market remains complex.

Electricity: Fixed Price and Benefits of Multi-Zone Meters

The electricity tariff for the population is established by government resolution No. 632 and is 4.32 UAH per 1 kWh. This price will be valid at least until October 31, 2025. Ukrainians also have the option to install multi-zone meters, which allows them to save on electricity payments during nighttime hours.

In particular, when using a two-zone meter from 11:00 PM to 7:00 AM, the tariff is reduced by half – to 2.16 UAH per 1 kWh, while during daytime hours (from 7:00 AM to 11:00 PM), the cost remains unchanged. Thus, during nighttime hours, electricity can be paid for with a 50% discount.

Information regarding a possible increase in electricity tariffs periodically appears in the public domain; however, currently, none of the proposed scenarios are being considered seriously. After the war in Ukraine, a gradual phasing out of tariff subsidies for all consumers under the PSO (Public Service Obligation) mechanism is planned. Currently, the government resolution obliges suppliers to sell electricity at a fixed price for the population.
