Housing Construction for Displaced Persons in Mykolaiv and Kyiv Regions: EBRD Invests €100 Million
A large-scale project to provide housing for internally displaced persons is being implemented in the Kryvoozerska community in Mykolaiv region. With support from Denmark, five modular houses have been constructed, each with an area of 100 square meters. Additionally, a new medical clinic has been built. Future plans include the construction of seven more such houses. Previously, similar housing modules were established in the Domanivka community, where nine houses are already operational. In the city of Pervomaisk, also in Mykolaiv region, work has begun on the construction of over 50 modular homes. These houses will be available for free not only to internally displaced persons but also to medical workers, educators, and other specialists in need of housing.

New Housing for Displaced Persons from Mariupol in Kyiv Region
A pilot project for the construction of a residential complex for displaced persons from Mariupol has started in the city of Bila Tserkva in Kyiv region. The complex will include 16 buildings with a total of 1,000 apartments, designed for over 3,000 residents. The rental cost will not exceed 30% of the average family income, but will not be more than 4,000–6,000 hryvnias per month. For certain categories of internally displaced persons, the possibility of free accommodation is provided.
EBRD Financing and Expansion of the Affordable Housing Program
The European Bank for Reconstruction and Development has provided a credit line of up to €100 million for companies that implement and manage affordable housing projects in Ukraine. The funding is aimed at implementing the “Stairs to Prosperity” program, which creates a platform for affordable housing for internally displaced persons, elderly people, and war veterans. The program is led by American developer and philanthropist Dell Loy Hansen.
“The initial tranche of €7.1 million will be directed towards the development of the first phase of the project, which involves the construction of two affordable rental housing facilities certified to the EDGE standard in Kyiv region, where 182 housing units will be built.”
Subsequent phases will expand the initiative to approximately 1,800 energy-efficient apartments in various regions of the country by 2029.
