During the state of martial law, conscription officers who fail to appear at the Territorial Recruitment Center for Staffing and Social Support (TRC) without a valid reason may be assigned the status of “Wanted.” This measure is stipulated by current legislation to establish the whereabouts of individuals who do not fulfill military registration obligations.

How the Search Status is Formed and Verified

According to lawyers, the search for conscription officers is regulated by the law “On Military Duty and Military Service,” as well as by the relevant Cabinet resolution No. 921 and internal orders from the Ministry of Defense. If an individual evades compliance with registration or mobilization procedures, the head of the TRC contacts the police with a request for a search.

Subsequently, the individual’s data is entered into the Unified Information System of the Ministry of Internal Affairs and the state register of conscription officers “Oberih.” The police are granted the authority for administrative detention to deliver the individual to the TRC.

There are two ways to check for the “Wanted” status:

  • personally contact the TRC at the place of residence;
  • use the mobile application “Reserve+” to check your registration data and status.

Procedure for Removing the “Wanted” Status

To cancel the search status, several steps must be taken:

  • Personally arrive at the TRC.
  • Receive a ruling on the administrative offense.
  • Pay the corresponding fine stipulated by law.
  • Update your military registration data.

After completing these actions, the search information is removed from the registers, and the status is automatically lifted.

“Lawyers emphasize that the search for conscription officers is an administrative procedure, not a criminal one, so the inclusion of an individual in the register does not mean that a criminal case has been opened.”

At the same time, delaying the resolution of the issue may lead to administrative detention. Specialists advise checking documents confirming the right to deferment in advance, and if there are doubts about the legality of the TRC’s actions, to seek legal consultation. This is especially important for those who have received a summons but have questions regarding the legality of the call or their own status.
