How Many Ukrainians Are Leaving the Country: Updated Migration Statistics

In the last month and a half, nearly the same number of citizens have left Ukraine as during the entire previous nine-month period. This is evidenced by data from the UN and Eurostat, which were published in the macroeconomic and monetary review of the National Bank of Ukraine.

Dynamics of Ukrainians Leaving for Abroad

As of November 14, 2025, there are 5.9 million Ukrainians outside the country. This is 128,000 more than was recorded at the beginning of October. According to the National Bank, this increase is almost comparable to the number of citizens who left Ukraine from January to September of this year (166,000 people).

Among the likely reasons for this increase in migration, experts cite the escalation of Russian attacks on critical civilian infrastructure and the recent decision to allow men aged 18 to 22 to leave the country.

Position of the State Border Guard Service on Passenger Flow

At the same time, the State Border Guard Service of Ukraine denies information about a mass exodus of citizens. The agency’s spokesperson, Andriy Demchenko, emphasized during a telethon that, on the contrary, passenger flow has noticeably decreased recently. According to him, in some months, there was even a predominance of entries into Ukraine.

In particular, in September, the number of those leaving the country was higher; however, in October, the ratio leveled out to 50-50, and in November, entries of citizens prevailed. Overall, according to Demchenko, the autumn dynamics demonstrated a decline in passenger flow, and it is currently the lowest in the last three months.

“On weekdays, about 70,000 citizens cross the border, this is the total in both directions. On weekends, the passenger flow now fluctuates at no more than 90,000 crossings, although just a month ago, for example, even on weekends, the passenger flow exceeded 90,000 border crossings,” reported the spokesperson of the State Border Guard Service.

It is worth noting that Ukrainian citizens make up 85% of the total passenger flow across the border. According to the border service’s forecasts, a traditional increase in the movement of Ukrainians is expected during the New Year and Christmas holidays, likely closer to the 20th of December.
