Inflation in Ukraine in November 2025: how food prices changed over the year

In November 2025, Ukraine recorded the lowest inflation rate since the beginning of the year. The increase in consumer prices on an annual basis slowed from 10.9% to 9.3% compared to November 2024. The main factor affecting inflation remained the rise in food prices, which increased by 10.2% since the beginning of the year and by 12.1% since October 2024. Prices for meat and meat products saw a particularly noticeable increase of 23.1% over the year.

Inflation and Consumer Price Dynamics

“Inflation in the consumer market in November 2025 compared to October was 0.4%, and compared to November 2024 it was 9.3%,” the report from the agency states.

According to the State Statistics Service of Ukraine, the official statistics account for average prices of goods and services. This allows for an assessment of the overall market trend, although prices can vary significantly across different regions of the country.

Which Products Increased the Most in Price

According to official data, the following food products saw the largest price increases over the year:

  • meat and meat products – up by 23.1% (since the beginning of 2025, the increase is 22%);
  • sunflower oil – up by 21.9% (the price has risen by 16% since the beginning of the year);
  • fruits – up by 20.2% over the year (although there was a price decrease of 3% over the month, the overall annual increase remained significant).

Fish (up by 16.9% over the year), non-alcoholic beverages (16.9%), and bread (14.9%) also saw significant price increases.

At the same time, vegetables noticeably decreased in price over the year – down by 27.8%. A price decrease was also recorded for sugar, which fell by 7.5%.
