Kyiv and Berlin Develop Joint Projects for Housing Reconstruction in Ukraine
Ukraine and Germany are intensifying cooperation in the restoration of housing stock and spatial planning of territories. The Ukrainian side emphasizes the importance of expanding German programs and initiatives aimed at supporting the reconstruction process. According to official data, over 300,000 buildings in Ukraine have been destroyed or damaged due to hostilities, and the number of internally displaced persons stands at 4.6 million. The estimated amount needed for recovery reaches 80 billion dollars.

Housing Reconstruction: New Approaches and Support from Germany
Programs for housing reconstruction are already being implemented in Ukraine, and efforts are planned to be scaled up by 2026 with the involvement of support from the German government. The main task at present is to accelerate financing and urban planning procedures. The Ministry of Development has initiated a pilot project for spatial planning for the reconstruction of affected and new settlements, which has sparked interest from the German side.
Support for Reforms and Creation of Social Housing
Germany has expressed its readiness to assist in the development of reforms in the field of urban planning and housing policy, particularly regarding the implementation of a social housing system. A rental model is envisioned, where housing units remain in community ownership and are rented out at a fixed price lower than the market rate. A memorandum of cooperation in the areas of housing and urban planning is also planned to be signed.
