Labor Market Trends 2022–2024 Persist: Over 520,000 Ukrainians Have Used Employment Services
In the Ukrainian labor market, trends established in 2022–2024 continue to prevail as of October 2025. According to the Director of the State Employment Service, Yulia Zhovtiak, the number of citizens seeking assistance remains stable.

Statistical data indicates that over 300,000 individuals have been employed or engaged in other active programs offered by the service. Additionally, 80,000 citizens have undergone vocational training, and nearly 10,000 have received grants to start and develop their own businesses. The Employment Service has met the needs of 75% of all those who sought support.
Job Vacancies and Competitiveness in the Labor Market
Yulia Zhovtiak emphasized that the number of job vacancies in the market remains approximately at the level of previous years. Currently, there are over 240,000 job offers available on the unified portal. At the same time, the balance of power has shifted: whereas before the full-scale invasion, the advantage was on the side of employers, now the initiative has shifted to employees. The number of responses to a single vacancy has significantly decreased: whereas previously one job posting could receive up to 40 responses, now one or two is considered a good indicator.
Inquiries from Veterans and Internally Displaced Persons
The composition of those seeking assistance from the employment service has also changed significantly. The number of applications from veterans and veteran women has increased, while inquiries from internally displaced citizens have decreased. Since the beginning of the full-scale invasion, nearly 40,000 veterans have utilized the services, of which 10,000 have already found employment, another 10,000 have undergone training or upskilling, and over 2,000 have received grants for business development. Real assistance has been provided to about 60% of veterans who sought support.
The State Employment Service is actively working on creating an effective system for transitioning military personnel to civilian professional life. To this end, the service coordinates efforts between advisors from the Ministry of Veterans Affairs and career consultants, ensuring support and guidance at all stages of changing professional activities.
