EU Launches Rearmament: Joint Production of Drones and Air Defense to Start in 2026

The European Union is developing an ambitious five-year rearmament plan that aims to kick off large-scale joint projects for the production of drones and air and missile defense systems as early as 2026. The document from the European Commission, which experts have reviewed, outlines the main goal: to strengthen the EU’s defense capabilities and deter the Russian threat.

Coordination of Procurement and New Coalitions

According to the plan, by the end of 2027, the share of joint defense procurement in the EU is expected to increase to 40%, which is double the current level. To achieve this, member states are encouraged to coordinate defense spending and form coalitions for the joint implementation of programs. Work on new projects is scheduled to begin next year, and by 2030, the EU aims to achieve full “combat readiness.”

“A militarized Russia will pose a constant threat to the security of Europe in the future,” the document states.

Priorities: Drones, Air Defense, and the “Space Shield”

The new defense plan identifies key areas: joint programs in air and missile defense, drone production, counter-drone systems, and the creation of a so-called “space shield.” To develop these initiatives, relevant coalitions are planned to be formed by early 2026, with program launches scheduled for mid that same year. Special attention is given to the European Drone Defence initiative, which takes into account Ukraine’s combat experience, and the Eastern Flank Watch project.

Funding for these programs will be provided by a special fund of up to €1 billion, which the EU will establish together with the European Investment Bank by 2026. The overall EU defense budget has already nearly doubled since 2021 and is projected to reach €392 billion by 2025. In addition, €150 billion has already been earmarked for strengthening defense, which is expected to be fully utilized by 2030.
