In Ukraine, Procedures for Issuing Animal Welfare Certificates Are Being Updated

The State Service of Ukraine for Food Safety and Consumer Protection organized a working meeting with the participation of territorial bodies aimed at improving the process of issuing state certificates for animal welfare. The event took place as part of the implementation of European standards, which is intended to ensure transparency and unified requirements for the procedure across all regions of the country.

Improving Procedures and European Integration

Meeting participants focused on analyzing the internal procedures of the service, processing the application acceptance process, verifying accompanying documents, and mechanisms for confirming practical experience for individuals working with agricultural animals. The Deputy Head of the State Consumer Service, Chief State Inspector of Ukraine Volodymyr Kusturov emphasized the importance of adhering to uniform rules across all regions, as this fosters trust in the state system of livestock control.

“Animal welfare is a component of modern state policy and Ukraine’s international obligations, and having the same rules in all regions is the foundation of trust in state control.”

Enhancing Interaction and Consultation

Particular attention during the event was given to organizing consultations for citizens through direct contacts with territorial bodies and coordinating regional units, which will allow for the unification of the certificate issuance procedure. The director of the relevant department, Ihor Lotskin, stressed that the implementation of unified approaches is an important component of the Euro-integration processes, and effective compliance with the norms is only possible with close cooperation with businesses and industry professionals.

Meeting participants also focused on the details of the transitional period: after its completion, individuals without verified experience working with animals will be required to undergo special training. The introduction of such a requirement is expected to enhance responsibility and ensure compliance with unified animal welfare standards across all regions of Ukraine.

The State Consumer Service reminds that the state certificate confirms knowledge and practical skills in the field of animal handling, is mandatory for presentation during inspections, and grants the right to conduct relevant activities on a legal basis.
