Why Military Families Are Not Receiving State Payments in 2025

Families of missing and captured servicemen have not received state payments for almost three months due to changes in the procedure for their disbursement. The new mechanism for distributing financial support was approved to ensure a more transparent and fair allocation of monetary assistance, but its implementation has been delayed.

What Caused the Delay in Payments
According to Lyudmyla Denysova, head of the Ukrainian Center for Human Rights Protection, the relevant decisions regarding the new procedures were made on April 15, 2025. Prior to that, the law defining the new payment procedure came into effect on January 20, 2025. However, to initiate payments from February 1, the Cabinet of Ministers needed to develop and approve the corresponding regulations, which took over three months.
“The list of individuals entitled to receive financial support has changed. Additionally, the Cabinet of Ministers established a new distribution mechanism: first, all taxes, credit obligations, and alimony, if applicable, are deducted from the total amount of financial support. Only then is the remaining amount distributed among family members, unless there is a personal directive from the serviceman.”
According to the new rules, the calculation of financial assistance has become more complex. Initially, taxes, debts, and alimony are deducted from the total amount. Only after this is the remaining money distributed among the family members of the serviceman or paid out according to personal directives. This means that families who are not receiving payments should expect them soon, as the state is obligated to pay all outstanding amounts starting from February 1, regardless of the delay in approving the regulations.
