Ministry of Digital Transformation Launches Construction Services in the Diia App for Private Developers

The Ministry of Digital Transformation of Ukraine is expanding the list of electronic services aimed at simplifying construction procedures for citizens. Soon, Ukrainians will be able to submit notifications about the start of construction works and register a declaration of readiness for the facility according to the construction passport directly through the Diia app. This step will significantly reduce bureaucratic obstacles and ensure quick processing of the necessary documents – all in just a few clicks.

New Opportunities for Private Developers

Previously, such applications could only be submitted through the Diia portal or at administrative service centers (ASCs). Now, the new feature will be available in the mobile app, greatly enhancing convenience for users. The service is intended for homeowners with buildings up to 500 m2 in area and a maximum height of two stories, as well as for auxiliary structures on private land – garages, sheds, summer kitchens, and other facilities.

When filling out the form in Diia, data is automatically pulled from the Unified State Electronic System in the Field of Construction (USESC). The system independently verifies the submitted documents, identifies errors, and provides suggestions for corrections. Notifications and declarations can be registered automatically or sent for further review to the State Architectural and Construction Inspection.

Additional Services and Industry Transparency

In addition to the main services, there are plans to implement push notifications in Diia about the results of the review of submitted documents, including those processed at ASCs. Notifications will be sent to users after the documents are submitted to USESC and their review is completed.

“The construction sector is one of the most vulnerable to corruption. This often happens at the stage of obtaining a construction passport, permit, or urban planning conditions. Digitalization removes unnecessary contacts, simplifies the process, and leaves no room for abuse,” wrote Olena Shuliak, head of the Verkhovna Rada Committee on State Governance, Local Self-Government, Regional Development, and Urban Planning, and leader of the Servant of the People party, about the new services.

The construction sector in Ukraine has long been considered one of the most corrupt, with the state budget losing about 7 billion UAH each year. The implementation of new digital services is expected to reduce the risks of abuse and increase transparency in the industry.

It is worth noting that in recent years, significant changes have been observed in the real estate market in Ukraine. According to statistics, the average decision-making period for purchasing an apartment increased to 67 days in 2025 compared to 21 days in 2021.

According to the State Statistics Service, in the first quarter of 2025, prices for construction and installation works increased by 6.7% compared to the same period last year. Overall, since the beginning of the full-scale war, that is, over three years, the cost of housing construction in Ukraine has increased on average by 90–115% depending on the class of housing, and the upward trend continues. The reasons for this are not only the rising prices of construction materials but also a significant shortage of skilled labor and disruptions in the supply of essential resources.
