More than 20 countries continue to import Russian fossil fuels — China leads

As of June 2025, more than twenty countries around the world, despite sanctions, energy restrictions, and reputational risks, have not ceased importing Russian fossil fuels since the onset of the full-scale aggression by the Russian Federation against Ukraine in 2022. Russia’s total revenue from the export of oil, gas, and coal since February 2022 has exceeded €600 billion.

China, the EU, and India: Leaders among importers of Russian energy resources

China remains the absolute leader among importers, having paid Russia €253.1 billion for oil, gas, and coal over three years. In particular, oil accounts for €182.6 billion, coal for €36.8 billion, and in terms of gas purchases, China ranks second with €33.8 billion.

The European Union ranks first in the purchase of Russian gas, spending over €102 billion over three years, including pipeline gas and liquefied natural gas (LNG). During this period, EU countries directed €123.3 billion towards oil purchases, slightly ahead of India.

India, which has become one of the key consumers of Russian oil, has nearly matched the EU in this regard: the volume of oil purchases amounted to €103.9 billion, while India’s total spending on fossil fuels reached €138.7 billion.

Import Geography: Countries Trading with the Russian Federation

In addition to the main trio, significant buyers of Russian energy resources include Turkey (€103.6 billion), Germany (€28.6 billion), as well as Hungary, South Korea, Italy, the Netherlands, France, Slovakia, Belgium, Japan, the UAE, Singapore, and other countries.

Despite efforts to limit exports from Russia, the economic dependence of many countries on Russian energy resources remains substantial, continuing to fill the aggressor’s budget even in 2025.
