Mortgage Lending in Ukraine Increased by 5% in April 2025

In April 2025, Ukraine experienced growth in the mortgage lending market. According to the National Bank of Ukraine, banks issued 458 mortgage loans totaling 834.8 million hryvnias, which is 5% higher than the previous month.

Details of the Mortgage Market in April

In the primary real estate market, 261 loans were issued for a total of 492.3 million hryvnias. In the secondary market, 197 loans were issued for 342.5 million hryvnias. The weighted average effective interest rate for mortgage loans was 8% per annum for the primary market and 9.7% for the secondary market.

The quality of the mortgage portfolio remains stable — the share of non-performing loans is maintained at 15%. By region, the most mortgage loans were issued in the Kyiv region, the city of Kyiv, as well as in Lviv, Ivano-Frankivsk, and Dnipropetrovsk regions.

Results of the “eOselya” Program

The Ministry of Economy reports that since the beginning of 2025, 2,953 Ukrainian families have utilized the affordable mortgage program “eOselya” to purchase housing. The total amount of loans issued under this program during this period amounted to 5.4 billion hryvnias.

Since the program’s implementation (starting in October 2022), 17,793 families have received loans totaling over ₴29.4 billion.
