New Rules for Passenger Buses Crossing the Border Are Being Introduced in Ukraine

Ukraine is preparing to implement new rules for organizing the queue for passenger buses crossing the border. The innovations include a clear order for the arrival of vehicles at border crossing points and the introduction of a modern electronic queue system — eQueue. This aims to enhance the efficiency of border crossing, reduce congestion, and ensure transparency in the process.

Main Changes in the Crossing Procedure
According to the draft order from the Ministry of Communities and Territories Development of Ukraine, carriers are now required to responsibly book time slots for crossing the border. If an operator systematically reserves spots but does not carry out departures, they will lose the right to use the electronic queue for the following month. This decision is intended to eliminate the phenomenon of so-called “dead slots,” which previously caused significant delays and created artificial queues.
One specific point of the new rules outlines the requirements for waiting areas for buses, as well as the introduction of accountability for abusing the electronic queue. There is also a provision for interaction between carriers and border guards, as well as technical administrators, to ensure clear control, transparency, and accuracy in counting the vehicles crossing the border.
Reasons for the Changes and Expected Outcomes
“The reason for implementing such new rules is the sharp increase in vehicle traffic due to the full-scale war and the closure of air and sea space. Queues at the border have sometimes reached 10-12 kilometers, including buses with passengers who could not leave or reach the crossing point on time.”
The introduction of these systemic innovations is expected to significantly reduce the burden on crossing points, improve the quality of passenger service, and minimize the risks of corrupt practices at the border. Currently, the draft order has been published for public discussion; after its completion, the document will officially come into effect.
