New Technical Inspection Rules for Commercial Transport Introduced in Ukraine

Changes are taking place in Ukraine regarding the control of the technical condition of commercial transport. The latest innovations primarily concern the strengthening of requirements for mandatory technical inspections for vehicles transporting passengers, hazardous or oversized cargo, including taxis.

What Changes Have Occurred in Traffic Rules
Changes to the Traffic Rules are actively discussed online, particularly regarding stops on highways and requirements for the use of lighting devices. However, most of these have been in effect since 2023. According to Oleksii Biloshytskyi, the first deputy head of the patrol police department, the prohibition of stopping on highways in non-designated areas and the mandatory use of low beam headlights or daytime running lights were implemented last year. For violators of these rules, fines of 510 hryvnias are imposed.
“This information has spread online as some kind of new regulation that has just appeared. In fact, these changes were introduced in 2023, and I would call them technical changes, as there was already a prohibition on stopping anywhere on highways, specifically indicating stops in designated areas,” he noted.
In 2024, according to Biloshytskyi, over 38,000 drivers have already been held accountable for ignoring the requirement for daytime running lights.
Updates on Mandatory Technical Inspections for Commercial Transport
The real innovations concern the technical inspection of commercial transport. As of May 19, 2025, Cabinet Resolution No. 286 came into effect, introducing new approaches to conducting mandatory technical inspections. The new rules detail the categories of vehicles that are subject to enhanced control: this includes vehicles for transporting oversized and hazardous cargo, passenger transport, taxis, and other vehicles specified in the relevant list.
Furthermore, updated approaches to documenting the technical inspection process have been introduced. From now on, more thorough photo and video documentation, as well as more detailed records of each stage of the mandatory technical inspection, will be required. This will help prevent manipulation and enhance road safety.
It is important to emphasize that the changes do not affect personal vehicles of citizens—the new rules apply exclusively to commercial transport.
