Over 7,000 Ukrainians Have Used the State Mortgage Program ‘eOselya’, Housing Offers Have Increased

Since the beginning of 2025, more than 7,000 citizens of Ukraine have taken advantage of preferential mortgage loans through the state program ‘eOselya’. The total amount of issued loans reached 13.3 billion hryvnias. The highest number of loans was granted in Kyiv Oblast — 41, in Kyiv — 38, and in Lviv Oblast — 11.

Market Structure and Demand for Housing

Among all mortgage recipients, 126 individuals purchased housing in the primary market, of which 50 properties were still under construction. At the same time, 67 Ukrainians received loans for the purchase of housing in the secondary market.

Increase in Housing Supply in the Real Estate Market

Analytical data indicates a significant increase in the number of listings for housing available under the ‘eOselya’ program. From October 2024 to October 2025, the number of offers increased across all segments. The most notable additions were in private houses and one-bedroom apartments. Experts identify one-bedroom housing as the most popular choice due to its affordability, while private houses are in demand due to the increased desire for autonomy among Ukrainians.

“This is explained by the fact that a one-bedroom apartment is often the starting and most budget-friendly option for purchase. Houses have topped the list due to the heightened demand for autonomy among Ukrainians,” experts say.

Over the year, the number of listings for houses available through ‘eOselya’ increased by 231% — reaching 5,307 offers nationwide. The number of listings for one-bedroom apartments rose by 168% (to 5,030), two-bedroom apartments by 188% (to 4,104), and three-bedroom apartments by 166% (to 2,102). Overall, the number of housing offers available for purchase using the ‘eOselya’ program increased from 5,800 to 17,000 listings in a year.

The largest growth in offers was recorded in the following cities: Kropyvnytskyi (+369%, 61 listings), Kharkiv (+287%, 1,141), Vinnytsia (+272%, 238), Khmelnytskyi (+270%, 311), Sumy (+254%, 223), and Odesa (+243%, 576).
