Pension Size for 35 Years of Service and Average Salary: Calculation and Conditions
In Ukraine, citizens who have 35 years of work experience and have received an average salary throughout their lives can expect a pension that will be significantly lower than the national average. According to current regulations, to secure a higher pension, it is necessary to pay contributions based on a substantially higher salary.

Pension Calculation Based on Average and Minimum Salary
As of May 2025, according to the Pension Fund of Ukraine, the average salary is 20,300 UAH. A Ukrainian with 35 years of experience, who has received this average salary throughout their working life, can expect a pension of 5,269.9 UAH. This amount is lower than the average pension in the country, which is 6,410.1 UAH.
Individuals who worked for the minimum wage can claim a minimum pension of 2,361 UAH. If there is a desire to receive a pension of 10,000 UAH, it is necessary to have a salary of at least 38,300 UAH, which is 1.89 times higher than the current minimum wage.
Pension Based on Income Level
- Pension of 11,000 UAH — salary must be at least 42,200 UAH;
- Pension of 12,000 UAH — salary must be 46,000 UAH;
- Pension of 13,000 UAH — required salary is 49,900 UAH;
- Pension of 14,000 UAH — salary must be 53,790 UAH;
- Pension of 15,000 UAH — salary must be 57,650 UAH.
The size of the pension is determined by three main criteria: the number of years of insurance experience, individual salary level, and the average salary in the country. To calculate the pension payment, the ratio of one’s own salary to the average is multiplied by the number of years of experience and by 1%. The resulting amount is then multiplied by the average salary in the country over the last three years.
“According to the data from the Pension Fund of Ukraine, the average pension in the country is 6,410.1 UAH. However, the lion’s share receives significantly lower payments: 3,623,145 individuals (35.3% of the total number of pensioners) receive a pension of up to 4,000 UAH; 5,724,553 individuals (55.8% of the total number of pensioners) receive a pension of up to 5,000 UAH.”
Thus, the majority of pensioners in Ukraine receive payments that do not reach the average level, and to obtain a higher pension, it is necessary to officially earn a significantly higher salary and pay the corresponding contributions.
