A Plan for Implementing Small Modular Reactors in Ukraine’s Energy Sector

The Ministry of Energy of Ukraine is actively working on the implementation of small modular reactors (SMRs) in the domestic energy sector. An interagency working group has already been established to prepare a comprehensive action plan for this initiative.

Strategy for Transitioning to Advanced Energy Technologies

During a meeting of the relevant committee of the Verkhovna Rada, First Deputy Minister of Energy Artem Nekrasov presented the main provisions of the draft law concerning the implementation of small modular reactors. It is emphasized that SMRs are a modern technology that is just beginning to be implemented worldwide and is currently at the stage of demonstration projects in some countries.

The government team is considering the possibility of deploying small modular reactors based on Ukrainian thermal power plants and large energy-intensive enterprises, particularly in partnership with the United States.

Key Projects: “Phoenix” and “Hephaestus”

“This refers to the ‘Phoenix’ project, aimed at transitioning Ukrainian energy from coal-fired power plants to the deployment of small modular reactors, and the ‘Hephaestus’ project, which will facilitate the modernization of Ukraine’s steel industry through innovative solutions and the safe technology of SMRs.”

The ‘Phoenix’ project aims for a gradual phase-out of traditional coal-fired power plants in favor of environmentally safe and modern SMRs. At the same time, ‘Hephaestus’ is designed to renew the steel industry through innovative solutions and the implementation of small modular reactors, which will enhance energy efficiency and production safety.

The initiative to implement SMRs aligns with current trends in energy decarbonization and will contribute to increasing Ukraine’s energy independence.
