Record Growth of Small Business Registrations in Ukraine in the Third Quarter of 2025

Ukraine is experiencing a significant increase in small business registrations: from July to September 2025, Ukrainians opened 77,400 new individual enterprises, which is 25% higher than the previous quarter. Compared to the same period last year, the number of new registrations has increased by almost 38%.

Dynamics of Registrations and Cessation of Activity of Individual Entrepreneurs

Alongside the growth in the number of new enterprises, the level of cessation of activity has remained relatively stable. In the third quarter of 2025, 52,200 individual entrepreneurs ceased operations. Thus, the difference between opened and closed enterprises stands at about 25,000 in favor of new registrations. This indicates an active expansion of small businesses: for every three cessations, there are approximately 4.5 new registrations.

Record Figures in Logistics, Manufacturing, and Education

Particularly rapid growth in registrations has been recorded in specific sectors. In the courier and postal services sector, the number of new individual entrepreneurs increased 22 times compared to the third quarter of 2024. In the field of support for theatrical and concert events, this figure jumped by 1,200%. Significant growth is also observed in technical and manufacturing areas: technical testing and research increased by 500%, and the production of metal tanks, reservoirs, and containers rose by 400%.

Additionally, the number of individual entrepreneurs in the field of vocational and technical education increased by 350%, and in the area of mediation in the trade of industrial equipment by 344%.
