Regional Military Administrations Must Prepare Plans for Energy Independence
The Cabinet of Ministers of Ukraine has instructed all regional military administrations to develop detailed plans to achieve complete energy independence in each region. This was announced by Prime Minister Yulia Svyrydenko during a press briefing on February 13.

Focus on Preparing for the New Heating Season
“Each regional military administration has been tasked with developing a plan to ensure full energy autonomy; this must be a systematic effort alongside preparations for the upcoming heating season,” emphasized the head of the government.
The Prime Minister highlighted that the government is continuously providing support to regions to address the consequences of Russian attacks. She noted that the current winter has been one of the most challenging since the beginning of the full-scale invasion of the Russian Federation, which has now been ongoing for four years.
Impact of Shelling on the Economy and Energy System
Yulia Svyrydenko stressed the need for significantly greater stocks of equipment and air defense systems to protect the country’s energy infrastructure. The Ministry of Defense of Ukraine is working on this issue, particularly during the ongoing Munich Security Conference.
Significant losses are already being felt in the economic sector. According to the Prime Minister, in January, revenues from customs and the tax service decreased by 12 billion hryvnias. This is related to a decline in business activity and changes in the operations of enterprises due to energy supply restrictions.
Since February 2022, Russia has been conducting regular strikes on Ukraine’s energy infrastructure, and since the fall of 2025, the shelling has become even more intense. The Security Service of Ukraine classifies these actions as crimes against humanity. According to the SBU, at least 256 air attacks by the Russian Federation on energy facilities and heating supply systems in Ukraine have been recorded since the beginning of this year’s heating season.
