Requirements for Insurance Experience to Retire at 60 Starting in 2025

Starting in 2025, Ukrainians planning to retire at 60 will need to have at least 32 years of insurance experience.

According to the Law of Ukraine “On Mandatory State Pension Insurance” No. 1058-IV, the requirements for the duration of insurance experience for pension eligibility increase by one year each year. Thus, from January 1, 2025, to qualify for a pension at 60, one must have no less than 32 years of insurance experience.

If the required number of years of experience is insufficient, citizens will have the option to apply for a pension later — at 63 or 65 years, depending on the accumulated experience. To retire at 63 in 2025, one must have between 22 and 32 years of insurance experience, and to qualify for a pension at 65 — between 15 and 22 years.

The minimum required insurance experience to receive a pension at 65 is 15 years. It is important to note that the experience is determined at the time of reaching the relevant age, not at the time of application. For example, if a person turns 60 in 2024 but applies for a pension in 2025, the norm that was in effect in 2024 — 31 years — will be considered.

Features of Accounting for Foreign Experience

Until recently, periods of work abroad were counted only if there was an international agreement between Ukraine and the country where the person worked. However, in 2024, changes were made to the legislation, and in May 2025, the Cabinet of Ministers approved Resolution No. 562, which established a new procedure for confirming and accounting for periods of work outside Ukraine.

According to the new procedure, for citizens who worked until January 1, 1992, in the republics of the former USSR, it is necessary to provide confirmation of the absence of pension payments from the respective country. If such documents are unavailable, the Pension Fund has the right to request information from another state.

In the case of countries that were part of the USSR, including Armenia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan, requests to the pension authorities of these states are sent through the Ministry of Foreign Affairs of Ukraine.

Ukraine has existing international agreements in the field of pension provision with Azerbaijan, Georgia, Moldova, Latvia, Lithuania, and Estonia. If the documents indicate work in these countries, the insurance experience is automatically credited based on international agreements.

Regarding Russia and Belarus, due to the cessation of any interaction with the pension authorities of these countries, a declarative confirmation is permitted. Citizens can personally submit a statement that they do not receive a pension from these states. The applicant is responsible for the accuracy of the information provided.

Periods of assignments or shift work before 1992 at enterprises located in Ukraine are not considered foreign experience.

Procedure for Confirming Foreign Experience

To account for foreign experience, it is necessary to provide documents regarding official employment, which must be legalized according to the legislation of the respective country. These documents, along with the application for pension appointment, are submitted to the service center of the Pension Fund of Ukraine. After receiving the documents, the Pension Fund sends them through the Ministry of Foreign Affairs to the competent authority of another state to confirm that the relevant experience is accounted for in that country’s pension system.
