Russia Intensifies Attacks on Ukraine’s Energy Infrastructure Ahead of Winter

Russia has ramped up attacks on Ukraine’s energy sector ahead of the winter season, attempting to leave Ukrainians without electricity and heat. This strategy is not new, but this year’s campaign has its own characteristics and is significantly larger in scale than previous ones.

Scale and Focus of the Attacks

Throughout October, the Russian Federation carried out seven massive strikes on Ukraine’s energy infrastructure using missiles and drones. Significant destruction has occurred in cities in the east of the country, including Sumy, Chernihiv, Kharkiv, Poltava, as well as the capital — Kyiv. The attacks target not only power plants but also facilities for the extraction, storage, and distribution of natural gas, creating additional challenges for the country’s energy system.

New Challenges for Energy Security

According to experts, this year the scale of aerial attacks surpasses previous campaigns. Russia is deploying swarms of hundreds of drones — between 600 and 700 — to overload Ukraine’s air defense systems and deliver concentrated strikes on the most resilient parts of the energy system, particularly on generators and transformers. Furthermore, for the first time, such powerful attacks are aimed not only at electrical grids but also at fuel and gas storage facilities, which increases the risks of an energy crisis.

“From the very beginning, Russia has changed its tactics. Previously, the difference was that the targets were electricity supply facilities. Now, in October, they are essentially attacking everything – electricity, natural gas, fuel depots. We need gas and electricity. They want to ensure that we freeze, to pressure people against the government,” said energy expert Andrian Prokip from the Kennan Institute’s Kyiv office at the Wilson Center.

Protecting energy facilities is complicated by the lack of straightforward ways to enhance air defense. Anti-aircraft missiles are expensive and not always effective against large numbers of drones that can evade electronic warfare measures and attack from unexpected directions. This makes intercepting drones an extremely challenging task.

Moreover, experts emphasize that Russia’s intensive attacks contribute to the division of the country into eastern and western parts. A significant number of generating capacities have been destroyed on the left bank of the Dnipro, complicating the restoration of a cohesive energy network in Ukraine. Meanwhile, in Kyiv and the western part of the country, electricity supply remains relatively stable for now, but physically connecting the parts of the state and preventing mass outages is becoming increasingly difficult.
