Russia’s Oil and Gas Export Revenues Fell by 27% in October Due to Sanctions

The vital revenues of the Russian Federation from oil and gas sales significantly decreased in October, delivering a powerful blow to the Kremlin’s financial stability amid the tightening of U.S. sanctions against Russia’s energy sector.

Significant Decline in Energy Resource Revenues

According to official data from the Russian Ministry of Finance, in October 2025, revenues from oil and gas exports fell by 27% compared to last year. It is estimated that Moscow received 888.6 billion rubles, equivalent to 10.9 billion U.S. dollars, in tax revenues from the energy sector. In comparison, in October 2024, this figure was approximately 1.2 trillion rubles.

This sharp decline is attributed to low global oil prices, the strengthening of Western sanctions, and the appreciation of the ruble. Russia’s military aggression against Ukraine has led to new restrictions from the West, significantly complicating the export of energy resources for the Russian economy.

Strengthening Sanctions Affect Russia’s Financial Condition

In the first ten months of 2025, total revenues from oil and gas sales amounted to 7.5 trillion rubles, which is 2 trillion rubles, or 21%, less compared to the same period last year when revenues reached 9.5 trillion rubles.

New sanctions imposed at the end of October by the U.S. Department of the Treasury, particularly against the financial structures of “Rosneft” and “Lukoil,” are adding additional pressure to Russia’s financial system. Initially, there were concerns that these restrictions would lead to a reduction in oil supply in the global market and an increase in prices; however, after a brief spike, the markets did not respond with a significant increase in energy prices overall.
