Seven Industrial Parks Removed from State Register Due to Lack of Development

The Cabinet of Ministers of Ukraine has decided to remove seven industrial parks from the state register, officially confirming that these facilities have remained merely on paper for many years. Formal development of the territory proved insufficient to attract investors and create modern production sites.

Infrastructure and Investment Issues

The main reason for this decision was the absence of any real results in the development of the parks over the past three years. The Ministries of Economy, Environment, and Agriculture noted that no industrial enterprises capable of stimulating the local economy had emerged in any of these areas. Due to the lack of capital investments, utility connections, and basic conditions, the sites failed to become attractive for business.

“It is hard to imagine a serious business wanting to build workshops in a barren field without electricity, water, and gas. That is why these parks were unable to commence real economic activity. They remained merely ambitious projects that did not withstand the test of time and economic realities.”

The initiators of the industrial parks hoped to attract investors without the necessary infrastructure solutions. However, private capital is not willing to invest in areas that lack the minimum resources to launch production.

Opportunity for Restart

Removal from the register does not mean complete liquidation—these sites can still attempt to develop, but without state support or benefits. Owners are given six months to address the shortcomings: if the infrastructure is improved within six months, they may reapply to the relevant ministry for restoration of their status.

The list of removed parks includes facilities from various regions of Ukraine, including those established in 2017 and newer sites in Transcarpathia. Among them are “Zolotonosha,” “Kamianka-Buzka,” and “Novorozdil,” which have been waiting for development for nearly nine years but have been unable to commence full-fledged operations.
