State of the Labor Market in Ukraine: Growth of Job Vacancies and Resumes Amid Inflation

The labor market in Ukraine is showing signs of activity: in May 2025, the number of new job vacancies increased by 7% compared to the same period last year, while the number of resumes rose by 36%. This data is presented in the June macroeconomic and monetary review of the National Bank of Ukraine.

Staff Shortages and the Impact of Inflation on Salaries

Despite the positive trend in increasing job offers in the labor market, the issue of worker shortages remains serious and continues to limit the operations of many enterprises. At the same time, there is a noticeable mismatch between the professions sought by employers and the qualifications of candidates.

“The rapid increase in resumes has somewhat alleviated the problem of worker shortages, although it remains significant and continues to restrict business activities. There is also a considerable mismatch between professions.”

The shortage of staff supports the growth of nominal salaries; however, high inflation slows the growth of real incomes for the population. In other words, salary increases do not always compensate for the devaluation of money.

Trends and Expectations in the Labor Market

According to data from specialized job search websites, candidates’ expectations regarding salary levels are approaching employers’ offers. This balance may limit opportunities for significant salary increases in the near future.

In addition to financial incentives, non-monetary methods of attracting specialists are gaining popularity. Among them are providing housing, organizing remote work, and other social benefits, which are becoming increasingly important for job seekers and companies.
