Ukraine remains a key priority for the Swedish government in the area of foreign policy and international development. Change in Funding Priorities and Focus on Ukraine

Sweden will gradually cease providing aid to five countries — Zimbabwe, Tanzania, Mozambique, Liberia, and Bolivia — and redirect these funds to support Ukraine. According to the minister, by 2026, the volume of aid for Ukraine will be increased to at least 10 billion Swedish kronor (approximately 1.06 billion dollars). It is expected that over the next two years, more than 2 billion kronor, which will be freed up due to cuts in other programs, will be used to implement projects in Ukraine, primarily in the area of energy infrastructure recovery.

“Ukraine is the most important priority for Sweden in the area of foreign policy and development policy, and therefore the government will increase aid to Ukraine to at least 10 billion kronor (1.06 billion dollars) by 2026.”

Reduction of Aid and Budget Changes

Since 2022, following the formation of a new government, Sweden has already reduced aid to more than ten countries, including Burkina Faso and Mali. The country has traditionally been one of the largest donors of development and humanitarian support: over three years, the annual aid budget amounted to 56 billion kronor (about 6 billion dollars). However, from 2026 to 2028, the budget will be reduced to 53 billion kronor (nearly 5.6 billion dollars) per year. Part of these funds will be allocated to cover costs related to immigration and the repatriation of migrants, as well as to strengthen support for Ukraine.
