The Most Fraud Reports in Ukraine in 2025 Were Recorded in Kyiv
Since the beginning of 2025, Ukraine has registered 35,599 criminal proceedings related to fraud. This is 1.5 times less than in the same period of 2024, but 1.8 times more than in 2021. On average, approximately 4,500 new cases are opened each month.

Dynamics of Fraud Case Reporting
The largest spike in criminal proceedings was recorded in 2023, when their number reached a record 82,000. At that time, about 7,000 cases were opened each month, and from May to August, over 8,000 cases were opened monthly. Since 2023, the trend regarding the number of new proceedings has shown a gradual decline.
Analysts note that not all opened cases reach court. In particular, in 2025, suspicions were announced in 9,000 cases, and 7,600 were sent to court – this accounts for about 21% of the total number of criminal proceedings. For comparison, in 2021, the figure was 30%, while in 2022-2023, it was 18%.
Regional Statistics on Fraud Reports
The highest number of fraud cases in 2025 was recorded in Kyiv – 4,882 cases. Dnipropetrovsk region ranked second with 3,511 cases, while Kharkiv region came third with 2,671 cases. The lowest number of proceedings, excluding temporarily occupied territories and combat zones, was registered in Ivano-Frankivsk – about 700 cases.

In Khmelnytskyi region, there was a minimal decrease in fraud reports – only by 1%. In contrast, in Dnipropetrovsk and Chernivtsi regions, this figure decreased by more than 40%.
Compared to 2021, the largest increase in fraud cases was recorded in Zhytomyr region – more than four times, and in Transcarpathia – three times.
