The Number of Participants in Ukraine’s Non-Bank Financial Market Decreased in April

In April 2025, the number of institutions operating in Ukraine’s non-bank financial market decreased from 838 to 825. Meanwhile, the number of banks remained stable at 60.

Changes and Updates in the Market Composition
During April, two credit unions were removed from the registers at their own request, along with nine financial companies and two pawnshops, which were removed forcibly. At the same time, 20 new insurance or reinsurance brokers were added to the Register of Insurance Intermediaries, indicating a gradual expansion of this segment.
The National Bank of Ukraine also issued a license to another pawnshop. Licenses for seven financial companies, two pawnshops, and two credit unions were voluntarily revoked. Additionally, licenses were forcibly revoked from two financial companies, and one of them agreed to a reduction in the scope of its license.
Current State of the Non-Bank Financial Services Market
As of May 1, 2025, the following were operating in Ukraine:
- 442 financial companies (down from 451);
- 53 non-life insurance companies;
- 10 life insurers;
- One insurer with special status;
- 106 pawnshops (down from 108 the previous month);
- 96 credit unions (down from 98);
- One leasing company;
- 43 insurance brokers;
- 73 collection companies.
The number of banking groups (15) and non-bank financial groups (41) remained unchanged during April. The payment market continues to operate with 15 payment systems established by residents and 14 international payment systems.
In the market for financial payment service providers, there were 18 payment institutions, 12 financial institutions authorized to provide payment services, one bank issuing electronic money, and one postal operator.
Throughout April, the NBU received 511 inquiries from market participants regarding registration and licensing actions.
