The Processing Industry, Trade, and Transport Repair Contributed Over a Third of Tax Revenues in 2025

According to official data from the State Tax Service of Ukraine, in 2025, the key sources of tax revenues to the budget were the processing industry, trade, and the repair of motor vehicles. Together, these sectors accounted for over 34% of all tax payments in the country.

Contribution of Key Sectors to Budget Revenues

Overall, the processing industry generated 17.9% of the total tax revenues. Trade, along with motor vehicle repairs, contributed an additional 16.6%. The share of public administration, defense, and mandatory social insurance remained significant at 12.4%, as well as financial and insurance activities at 8.4%.

Growth Dynamics of Tax Revenues in 2025

Compared to the previous year, tax revenues from the following sectors grew the most rapidly:

• Processing Industry: an increase of 23.6% or ₴70.2 billion.
• Wholesale and Retail Trade, Repair of Motor Vehicles and Motorcycles: growth of 24.8%, amounting to ₴67.6 billion.
• Public Administration, Defense, Mandatory Social Insurance: an increase of 25.9% (₴52.4 billion).
• Agriculture, Forestry, and Fisheries: the highest growth — 35.8% or ₴27.9 billion.

Despite the challenging conditions caused by military actions, infrastructure destruction, and disruptions in energy and logistics, the Ukrainian economy continues to demonstrate a positive trend in budget revenue generation.
