The Ukrainian Recovery Agency and International Partners Implemented Projects Worth €1.8 Billion in 2025
The State Agency for Restoration and Development of Infrastructure of Ukraine, together with international partners, implemented projects in 18 regions of the country in 2025, totaling €1.8 billion. The main focus was on the development of road infrastructure, including the restoration and construction of bridges, modernization of border crossing points, as well as support for housing and communal services and the IT sector.

Key Areas of Project Implementation
Throughout 2025, the Agency signed 17 Memorandums of Cooperation with international donors. This allowed for the attraction of additional resources and support for important areas of recovery. In particular, in Kharkiv, over this period, more than 160 multi-story residential buildings were restored or underwent major repairs.
Innovative Financial Approaches for Communities
In January 2026, the organization The Possible, along with the city of Voznesensk in Mykolaiv Oblast, signed a Memorandum for the implementation of a pilot project for community recovery financing using the Social Impact Bonds instrument. The essence of this mechanism is that the donor finances the project at the initial stage, and the return on investment occurs only if specified social outcomes are achieved. This approach allows communities to receive flexible solutions tailored to real needs, while donors can invest in projects with proven social impact.
