Transition to Winter Time in Ukraine: Will the Procedure Change in Autumn 2025
In July 2024, the deputies of the Verkhovna Rada adopted bill No. 4201, which proposes the introduction of permanent winter time in Ukraine without further transitions to summer and winter time. The law has been sent for the president’s signature, but as of October 2025, this document has not yet been signed.

Current Clock Transition Procedure
While the bill has not come into effect, the Cabinet of Ministers’ resolution from 1996 remains in force in Ukraine. According to it, Ukrainians change their clocks twice a year:
- on the last Sunday of March — one hour forward,
- on the last Sunday of October — one hour back.
Transition to Winter Time in October 2025
In 2025, the transition to winter time will occur on the night from Saturday to Sunday, October 26. At 4:00 AM, the clocks will need to be set back one hour. Thus, citizens will gain an extra hour of sleep.

Therefore, until the new law is finally adopted, Ukraine will continue to adhere to the existing rules for seasonal time changes.
