Ukraine and Poland Strengthen Cooperation for Europe’s Energy Independence from Russian Gas
The European Network of Transmission System Operators for Electricity (ENTSO-E) is considering the possibility of further increasing the export limit of electricity to Ukraine. This issue has become relevant after the organization already raised the maximum allowable capacity for exports from Ukraine and Moldova by 300 MW — to 2.45 GW. This decision was made against the backdrop of the energy crisis in Ukraine, caused by constant attacks from Russia on the country’s infrastructure.

Potential for Growth in Electricity Exports
Polish expert from the Energy Security Center Wojciech Jakubik believes that the expected warming in Europe could positively impact the availability of generating capacities, paving the way for further increases in export limits for Ukraine.
“The anticipated warming in Europe may contribute to the growth of available generating capacities and create conditions for further increases in limits for Ukraine,” Jakubik suggests.
Energy Partnership between Ukraine and Poland
In addition to electricity exports, Poland and Ukraine are actively developing cooperation in other energy sectors. In particular, there are cross-border electricity supplies, as well as new agreements for gas supply involving the Polish company Orlen. Jakubik emphasized that both countries intend to jointly promote Europe’s abandonment of Russian gas, focusing on Southern European countries. Ukraine and Poland can offer attractive alternatives, including through existing and future LNG terminals in Poland.
At the same time, the development of the energy partnership faces serious challenges. The military invasion of Ukraine by Russia continues to pose significant security threats, complicating the investment climate and limiting opportunities for stable energy and gas supplies. As a result, Ukraine is increasingly forced to rely on crisis resource supplies, which, in turn, hinders the development of full-fledged commercial cooperation with European partners.
