In Ukraine, MPs have started submitting declarations for 2024

In Ukraine, members of parliament have begun submitting their annual declarations for 2024. According to data published on the website of the National Agency for the Prevention of Corruption (NAPC), most parliamentarians have reported a significant increase in their salaries compared to last year.

For instance, the Speaker of the Verkhovna Rada, Ruslan Stefanchuk, earned an average of 79,000 hryvnias per month in 2023, while in 2024, his salary increased to 88,900 hryvnias. To date, only about 10% of all MPs have submitted their declarations, and the deadline for submission is April 1, 2025.
Among those who have already published their declarations, Stefanchuk has the highest salary. In addition to his base salary, he also received 901,000 hryvnias in compensation for expenses related to his parliamentary activities.
The second highest salary is held by MP Mykhailo Makarenko from the “Platform for Life and Peace,” who earned an average of 76,400 hryvnias per month in 2024, a significant increase from 67,400 hryvnias in 2023. MP Volodymyr Vatras from the “Servant of the People” party earned 76,100 hryvnias per month, while in the previous year, his salary was 67,400 hryvnias.
In 2023, several MPs, such as Maksym Dirdin, Yuriy Pavlenko, and Ruslan Knyazevych, also exceeded the threshold of 70,000 hryvnias per month, whereas in 2023, they earned less.
Funding for Parliamentary Activities
In 2025, it is planned to allocate 1 billion 657 million hryvnias for salaries and payroll contributions in the Verkhovna Rada. This is 250 million hryvnias more than in 2024, when this amount was 1 billion 407 million hryvnias. The total budget of the Office of the Verkhovna Rada will amount to 3.1 billion hryvnias, compared to 2.9 billion hryvnias in 2024.
Expenses per MP
The expense norms per MP in 2025 per month are as follows:
- Travel costs: 7,500 hryvnias (amount unchanged)
- Funds for assistant consultants: 132,624 hryvnias (was 88,418 hryvnias)
- Payroll contributions for assistants: 29,177.8 hryvnias (was 19,452 hryvnias)
- Reimbursement for premises maintenance expenses: 167 hryvnias (amount unchanged)
- Compensation for housing rental costs: 19,825 hryvnias (amount unchanged)
Overall, these expenses will total 2.2 million hryvnias for the year, which is an increase compared to 1.6 million hryvnias in 2024.
