Ukraine Plans to Build First Toll Highway Kovel – Yagodyn through Public-Private Partnership
Ukraine is considering a project to create its first toll highway, which is intended to connect the city of Kovel in the Volyn region with the border crossing “Yagodyn-Dorogusk” on the Ukrainian-Polish border. The initiative is being led by the government, which plans to implement this large-scale infrastructure project in the format of a public-private partnership.

Project Details and Route Features
As reported by Deputy Minister of Development Serhiy Derkach, the plan is not just to update the existing road but to completely reconstruct it, expanding it to four lanes. This approach will create a modern expressway that meets European standards. Special attention is being paid to the integration of Ukrainian transport infrastructure with the Polish one, as construction of the highway is already underway on the Polish side, which would logically extend to Kovel.
“On the other side, Poland is building a highway, and it would be good to extend it to Kovel – there is both a railway hub and further a road junction. This will be a good case that we will try to work on,” noted Derkach.
Concession Format and Economic Justification
The state is currently considering several possible routes that could potentially connect Kovel with the border. The maintenance of the highway is planned to be handed over to private companies that will participate in the project under concession terms. Private investors will be responsible for the quality of operation and will earn profits from toll fees. The choice of the route to the border crossing “Yagodyn-Dorogusk” is determined by the high intensity of traffic flow in this area, which allows for the creation of a financially viable model for the concession project.
