Ukraine Seeks €1 Billion for Arms Purchases from the US, Italy Approves New Military Aid

Ukraine is actively negotiating to secure additional funding of approximately €1 billion from European sources by the end of the year. These funds are intended for the purchase of modern American weapons for the Armed Forces of Ukraine through the PURL mechanism, which will ensure a steady supply of necessary military equipment.

Status of Funding and Contributions from Allies

The Netherlands recently announced an additional contribution of €250 million to the relevant European initiative. So far, some European partners are hesitant to allocate new tranches after the Trump administration suspended financial support for Ukraine and proposed a new peace plan. Meanwhile, Kyiv insists that discussions on peace initiatives should not affect the level of military aid to Ukraine.

The PURL initiative has already proven its effectiveness: it has provided 75% of the necessary funding for the purchase of Patriot systems and 90% for other air defense means. Canada, Germany, the Netherlands, as well as Scandinavian and Baltic countries have already contributed over €2.5 billion to PURL since the launch of this program in the summer of 2025.

Italy Approves Another Aid Package

The Italian authorities have decided to provide Ukraine with the 12th package of military aid. The new tranche includes vehicles, as well as various materials and equipment necessary to support Ukraine’s defense capabilities. Overall, Rome has already delivered military aid to Kyiv amounting to between €2.5 and €3 billion.

At the same time, as noted by EU High Representative Kaja Kallas, despite all efforts, the European Union has not yet fully implemented the initiative to supply Ukraine with 2 million artillery shells in 2025.
