Ukraine’s GDP Grew by 2.2% in 2025: Key Factors and Prospects

The Ministry of Economy, Environment, and Agriculture has released preliminary estimates of Ukraine’s economic development for 2025. According to this data, the country’s real gross domestic product increased by 2.2%. The economy demonstrated resilience despite prolonged missile strikes on energy infrastructure, challenging logistics conditions, and high security risks.

“Nevertheless, Ukraine’s economy showed growth close to the forecast, supported by positive dynamics, particularly in key sectors: domestic (primarily retail) trade; construction; and manufacturing, including an increase in the production of defense-related products, pharmaceuticals, metallurgy products, building materials, and other goods.”

Main Drivers of Economic Activity in 2025

Among the main factors contributing to economic growth, the ministry highlights recovery and business development programs funded by international financial assistance. In particular, according to the Ministry of Finance, within the framework of the “Affordable Loans 5-7-9%” program, entrepreneurs received new loans totaling approximately 93.7 billion hryvnias throughout 2025.

An important factor was the increase in consumer activity among households due to rising wages. According to calculations by work.ua, the average nominal salary for job vacancies as of January 6, 2026, increased by 30.8% (to 27,530 UAH) compared to the same date last year, while the average salary for resumes rose by 39.9% (to 30,216 UAH).

Significant capital expenditures from the state budget aimed at restoring critical infrastructure and housing programs (including “eRecovery” and “eHousing”), as well as the procurement of defense industry products, also provided additional support to the economy. According to the State Treasury, as of December 1, 2025, capital expenditures from the consolidated budget increased by 17.3% compared to the same date in 2024. Under the “eHousing” program, preferential mortgage loans totaling over 14.8 billion hryvnias were issued in 2025.

Structural Changes and Production Capacity Utilization

The ministry also notes an increase in the share of activities with higher added value. According to the State Statistics Service, over the 11 months of 2025, the share of machine engineering in the industrial output structure rose to 9.1% compared to 5.7% in 2021.

Additionally, an increase in the utilization of production capacities in the industry was recorded. As of October 1, 2025, the highest level of capacity utilization was observed in the pharmaceutical sector, furniture manufacturing, wood processing, as well as in the food and textile industries.

At the same time, the ministry identifies factors that hindered the dynamics of economic growth. Among them are massive missile attacks by Russia on electricity generation facilities, as well as on gas extraction infrastructure, which occurred for the first time during the full-scale war. Adverse weather conditions, which led to lower yields of certain crops, as well as logistical difficulties, the cessation of natural gas transit through pipelines, and a contraction in demand, particularly from the agricultural sector, also had a negative impact.

The National Bank projected a decrease in inflation in October: to 9.2% by the end of 2025, to 6.6% in 2026, and to the target level of 5% by the end of 2027.
