As of January 1, 2026, Ukraine’s international reserves reached a historic high of $57.3 billion. Over the year, their volume increased by more than 30%, the highest figure in the entire period of the country’s independence. The increase in reserves occurred despite significant budget expenditures and ongoing military challenges.

Factors Contributing to the Growth of Reserves

In December 2025 alone, reserves grew by 4.6%. This strengthening of the financial cushion was made possible by a significant surplus of foreign currency inflows from international partners over the state’s expenditures on debt servicing and maintaining the stability of the hryvnia.

Throughout December, over $6.9 billion was received into the accounts of the Ukrainian government, distributed as follows:

  • $3.9 billion – through World Bank instruments;
  • $2.7 billion – under the macro-financial assistance program from the European Union, known as the Ukraine Facility;
  • $303.8 million – from the placement of foreign currency bonds of the domestic government loan (OVDP).

Over the past year, the state’s “safety cushion” has increased by more than 30%, despite military challenges and significant budget expenditures.

Main Sources of External Support

2025 was a record year for Ukraine in terms of external financial assistance. Throughout the year, the country received $52.4 billion from international partners. The largest donors were:

  • European Union – $32.7 billion;
  • World Bank – $13.2 billion;
  • Canada – $3.4 billion;
  • International Monetary Fund – $0.9 billion.

Thanks to this support, Ukraine was able not only to meet its budget obligations but also to strengthen its financial stability even amid the ongoing war.
