Ukrainian Seaports Achieved 95% of Cargo Handling Plan in 2025 Despite Shelling
In 2025, Ukraine’s seaports achieved over 95% of their cargo handling plan, despite ongoing shelling from the Russian Federation. Throughout the year, the actual cargo turnover amounted to 82.2 million tons, which is 95.36% of the planned figure of 86.2 million tons. It is noted that this result exceeds the forecasted cargo handling volume by only 0.5%, although the overall figure decreased by 15.9% compared to the record year of 2024.

Agricultural Products — The Main Share of Cargo Flow
Agricultural products remained the key component of the cargo turnover, with a volume of 44.2 million tons in 2025. However, this is a 26.3% decrease compared to the previous year. Regarding container handling, in 2025, Ukraine’s seaports processed 215,748 TEU, significantly exceeding the figure for 2024, when 129,902 TEU were handled.
Ports Operate Despite Constant Threat
The Ministry of Development reported that in the Odesa region alone, air raid alerts were declared over 800 times throughout the year, and due to security restrictions, Ukrainian ports were collectively idle for more than a month. At the same time, seaports remain a key support for the country’s economy even under martial law.
